what is planing speed?

Planing speed occurs at the velocity when positive hull bottom pressures are developed due to the reaction of the hull shape with the water to lift (elevate) the boat higher than its zero speed floating position. Planing speed is not the same for boats of different sizes; for example a 10 ft boat will be fully planing at about 16 knots while a 200 ft planing yacht or ship will be fully planing at about 50 knots.
